In reply to your letters of the 23rd of March and 18th ultimo, No. D 264, I have the honour to transmit the en- closed copy of a report by the Director of Public Works from which you will learn that the estimated expenditure in acquiring the 6 lots indicated on the plan which accompanied your letter of the 26th of March, No. D 368, is £1,479,800.

In reply to your letter No. D 477 of the 18th ultimo I regret that the Colonial Government cannot see its way to agree that the question of the exchange of property between the Colonial Government and the Admiralty, accepted after much negotiation by the Admiralty in your letter No. D 368 of the 26th of March, 1915, should remain in abeyance till the conclu
-sion of the war.

The proposal to carry out the Praya East Reclara- -tion Scheme was first propounded in the year 1900. An immense amount of negotiation was involved with the Admiralty and War Office in connection with the fixing of the western boundaries of the scheme, and with various Lot holders along the sea front involved in the reclamation. By the time these were disposed of a period of serious depression in trade had set in, the re- -sult being that, in 1905, the Marine Lot-owners concerned
